European buyers rarely ask about colour first — they ask about paperwork. Under the EU Cosmetics Regulation (EC) No. 1223/2009, cosmetic products placed on the EU market must be properly documented and notified before they ship. This is a plain-language overview of what that means for a gel polish brand.
The core documents
- CPSR (Cosmetic Product Safety Report) — a safety assessment of the finished product, prepared by a qualified assessor. It is the document customs and market-surveillance bodies most often request.
- CPNP notification — the product must be notified in the EU Cosmetic Products Notification Portal before it is placed on the market.
- MSDS / SDS — safety data sheets covering handling and transport, required for wholesale and courier shipments.
- Labelling — ingredient list (INCI), batch reference, volume and responsible-person details on the pack.
How we help
As a manufacturer we support CPSR and CPNP processes for products made in our factory, and every bulk or private label order can ship with MSDS and batch documentation. We cannot act as your EU responsible person, but we prepare the technical file inputs your assessor needs — formulation data, specifications and test reports.
Practical tip
Start the documentation conversation before production, not after. A formula adjusted for HEMA-free claims or a changed pigment can require a new assessment — planning this into your launch calendar saves weeks.
